Primorsky Region is a region with a high tourist potential, to ensure a new level of development of both domestic and incoming tourism. The basis for its effective use are two key factors: the tourist infrastructure and the availability of conditions for attracting in its modernization large-scale frequent investments, including foreign ones. In this connection, more and more scientific and practical interest is shown by politicians, scientists and specialists, both in our country and in the APR countries. To assess the real changes in the social and economic situation in the Russian Far East, which has demonstrated negative development trends over the past 20 years, from the implementation of the federal law “Free Port of Vladivostok.” The system of privileges for the residents of this territory, declared in the law, stipulated the creation of favorable conditions for the development of business and the creation of competitive entrepreneurial structures in various types of economic activity.

Several years ago, Primorye initiated the creation of a single brand “The Eastern Ring of Russia, demonstrating the diverse tourist potential of the Far East and Transbaikal regions. One of the first investment projects of the “Free Vladivostok Port” and a participant in the Federal Targeted Program of Entertaining Tourism in the Far East is a project to create a sports and technical complex “PrimRing”. First of all, the project is aimed at popularization of amateur and professional motor sport among the inhabitants of the region. The construction of high-tech routes for international events will allow the project to become an instrument for developing the tourist potential of Primorsky Region.
